第1条

本会は富ヶ谷町会と称する。

第2条

本会は本会の趣旨に賛同する富ヶ谷1丁目（別紙図面の如し）に居住する世帯主及び町内に事業所をおく経営者あるいは事業所の責任者をもって組織する。

第3条

本会の事務所は町会長宅に置く。

第4条

本会は民主的な自治の精神に則り、会員の自主的協力により、防犯、防火・防災、衛生、体育、交通、青少年育成等に協力し、町内文化の向上と福祉の増進を図り、各種公共団体との連携および会員相互の親善を目的とする。

第5条

本会は前条の目的を達成するため、次の事業を行う。

• 会員相互の親睦および文化の向上発展
• 防災予防、犯罪防止および災害救助
• 保健衛生および環境衛生
• 青少年の健全育成および関係機関との連携
• 慶弔・災害時の支援および協力
• 各種団体・連合会への協力援助

第6条

本会は次の部門を設ける。

• 防火防災チーム
• 防犯チーム
• 環境美化チーム
• 文化体育チーム
• 広報チーム
• 学生チーム
• 国際交流チーム
• 町会費集金チーム
• 掲示板チーム

第7条

本会の経費は、会費、寄付金および区の補助金をもって充てる。

第8条

本会の年会費は1世帯1口2400円とし、口数は任意とする。会費は役員または担当者が分担して集金する。

第9条

会計年度は毎年4月1日から翌年3月31日までとし、総会において予算および決算の承認を受ける。

第10条

既納の会費は、脱退した場合でも返還しない。

第11条

本会に次の役員を置く。

• 相談役
• 会長
• 副会長
• 会計庶務
• 会計監事
• 総務
• 各チームリーダー

また、民生委員、主任児童委員、青少年対策委員、親和会会長、商店会会長も役員に加える。

第12条

役員およびチームリーダーの任務は次の通りとする。

• 会長は本会を代表し、会務を統括する
• 副会長は会長を補佐し、必要に応じて代理する
• 役員およびチームメンバーは会務を分担する
• 会計は金銭の出納および記録管理を行う
• 監事は会計監査を行う
• 総務は企画・庶務・記録管理を担当する
• 広報は町会活動の周知を行う

第13条

会長は定例会において推薦する。

第14条

副会長、会計、監事、総務は役員の互選による。

第15条

役員の任期は2年とし、再任を妨げない。

第16条

役員は任期満了後も、後任者が就任するまで職務を継続する。

第17条

本会は総会および定例会を設ける。

第18条

総会は年1回（4月または5月）開催し、事業報告・予算・決算の承認を行う。

第19条

定例会は役員およびチームリーダーで構成し、必要に応じて開催する。幹部会は会長、副会長、会計、防災チームリーダーおよび会長が指名する者で構成する。

第20条

議決は出席者の過半数で決し、同数の場合は議長が決定する。

第21条

会則の改廃は総会の議決による。

附則

第22条

会員死亡の場合は弔慰金10,000円を支給する。家族からの申し出による。また特に功労のあった者については定例会の決議による。

Rules of the Tomigaya Neighborhood Association

Article 1

This association shall be called the Tomigaya Neighborhood Association.

Article 2

The association shall consist of household heads residing in Tomigaya 1-chome (as shown in the attached map), as well as business owners or managers of establishments located within the area who agree with the purpose of the association.

Article 3

The office of the association shall be located at the residence of the chairperson.

Article 4

The purpose of the association is to promote community welfare and development through voluntary cooperation among members, including activities related to crime prevention, fire prevention and disaster preparedness, public health, sports, traffic safety, and youth development, as well as maintaining communication with public organizations and fostering mutual friendship among members.

Article 5

To achieve the objectives stated in the preceding article, the association shall conduct the following activities.

• Promote friendship among members and the development of culture
• Engage in disaster prevention, crime prevention, and disaster relief activities
• Promote public health and environmental hygiene
• Support the sound development of youth and cooperate with related organizations
• Provide support and assistance in cases of celebrations, condolences, and disasters
• Cooperate with and support various organizations and federations

Article 6

The association shall establish the following teams.

• Fire and Disaster Prevention Team
• Crime Prevention Team
• Environmental Beautification Team
• Culture and Sports Team
• Public Relations Team
• Student Team
• International Exchange Team
• Membership Fee Collection Team
• Bulletin Board Team

Article 7

Expenses of the association shall be covered by membership fees, donations, and government subsidies.

Article 8

The annual membership fee shall be 2,400 yen per household, and multiple units may be contributed. Membership fees shall be collected by officers or designated persons.

Article 9

The fiscal year of the association shall begin on April 1 and end on March 31 of the following year. The budget and financial statements shall be approved at the general meeting.

Article 10

Membership fees already paid shall not be refunded even if a member withdraws.

Article 11

The association shall have the following officers.

• Advisors
• Chairperson
• Vice Chairpersons
• Accounting and General Affairs Officer
• Auditor
• General Affairs Officer
• Team Leaders

In addition, local welfare commissioners, chief child welfare commissioners, youth committee members, neighborhood association leaders, and shopping street association leaders shall also serve as officers.

Article 12

The duties of officers and team leaders are as follows.

• The chairperson represents the association and manages its operations
• Vice chairpersons assist the chairperson and act on their behalf when necessary
• Officers and team members share responsibilities for general operations
• The accounting officer manages financial records and transactions
• The auditor audits financial matters
• The general affairs officer handles planning, administration, and records
• The public relations officer promotes association activities

Article 13

The chairperson shall be recommended at a regular meeting.

Article 14

Vice chairpersons, accounting officer, auditor, and general affairs officer shall be elected by mutual vote among officers.

Article 15

The term of office shall be two years, and reappointment is permitted.

Article 16

Officers shall continue their duties until their successors assume office, even after their term has expired.

Article 17

The association shall hold general meetings and regular meetings.

Article 18

A general meeting shall be held once a year (April or May) to approve activity reports, budgets, and financial statements.

Article 19

Regular meetings shall consist of officers and team leaders and shall be held as necessary. Executive meetings shall consist of the chairperson, vice chairpersons, accounting officer, disaster prevention team leader, and members appointed by the chairperson.

Article 20

Decisions shall be made by a majority vote of those present. In the event of a tie, the chairperson shall decide.

Article 21

Amendments to these rules shall be decided at the general meeting.

Supplementary Provision

Article 22

In the event of the death of a member, a condolence payment of 10,000 yen shall be provided upon request from the member’s family. In special cases of significant contribution, a decision shall be made at a regular meeting.
